Both are great options — it really comes down to your priorities. Downtown is ideal if you want to walk to dining, events, and entertainment. Most waterfront hotels are located along the Grandview Parkway, which is still very close to downtown and gives you bay views right outside your window. The good news is TC is compact enough that you're never far from either.
